Not sure. Pops was having the same problem about 3 weeks ago. I looked at all the setting but couldn't see anything wrong. Sorry.
Too petty to be a traffic warden...

Go into your user profile and turn off the notification. Then log off and log back in again. Then turn the notification back on.

I had the same prob at the back end of last week when mick c sent me a PM. This week everything seems ok...

it's something to do with the autolog in I think. So try the de-selecting I mentioned above and if it persists I will do open heart on your user profile
