Rear reg plate light surround.

I'm sorry if I'm sounding blonde hear but can someone answer me a question. My cars just come back from a service and a hole seems to have appeared over the rear reg plate lights. Can any one tell me is there meant to be some kind of surround for the 2 lights or has the cut recess always been there? Thanks.

1. Yes, there is a hole above the plate and 2. you might have had more responses if you'd posted this in the correct forum.
