an electric cable coming from the floor up into my drivers seat?

1/ The wiring for the seat belt warning system. Even though yours has been disabled it doesnt mean the wiring for it will have been removed.
2/ It could be wiring for the air bag pre-tensioner (seat belt stalk end attached to the seat). This unit in the event of an accident detonates and pulls the seat belt tight just before the air bag deploys, the idea is to stop you hitting the air bag at full force and to pull you hard into the seat to keep you still when it all goes wrong. The way to identify air bag system wiring is that its all covered in a yellow covering and if these wires are yellow or have a yellow covering they are air bag system. My advice is to leave all wiring under the seat alone. My reason for that is the air bag system uses explosive devices and playing about with them when you dont know what your doing can cause the system of part of it to deploy worst case. Best case is that you put the air bag light on or possibly blow the air bag control unit which is a costly repair.
Hope this info help you mate. What is it your trying to do anyway??? I am a mechanic and if i know what your trying to acheive i might be able to give you advice or easier ways to go about it.
