Erm, what's this and why don't I have one?

I noticed I don't have a screwed cap on this part in my car. It appears to be some kind of valve.
What's the valve for and do I need to get a cap for it pronto - any idea why mine's missing?

I think it is a aircon pipe for refilling.
Replacements cost £28 from Subaru, I can post you one for £15.

If it's just the cap you need and you can wait a while (4 weeks) then I can post you a spare one I have FOC ?

What is the valve actually for? it looks like a pressure relief valve, such as the ones on car tyres...

Wuz (Russel) hurt his back on holiday a few weeks back so I have been told very serious injury so i dont think he will be hobbling to the post office anytime soon.
Havent spoken to him since it happened so dont know how he is doing
