I think you'll find it's the sachet of silicon and alcohol that comes with the PIAA wipers, that provides the water dispersal properties.

piaa also do the screen protect which is a bit like rain x for those of you who have had piaa wipers on for a while, or even if you got normal wipers. these are 5.99 a bottle

I phoned PIAA in the UK (Weston-Super-Mare) and they sent me 6 free sachet packs. :)

PIAA come with a alcohol wipe to prepare the windscreen. The silicon comes from the wipers blades which you leave running for five mins once installed.

The sachet contains 2% silicon iirc. But yes you're right the blades themselves are silicon and coat the screen.

As far as wiper blades go - PIAA wipers are by far the best i have had on a car and they last too..
i have the same piaa wipers on my lexus now for 4 years...
styles of the wipers do differ:
with spoiler/wthout
carbon style/plain black
but the blade remains the same... through the whole range.
very good for motorway driving, cos they dont get used as much they tend to last alot longer....
